Boating in Fog: Slow, See, Signal, Stop

Fog does not merely hide the destination. It removes reaction time, visual bearings and the casual assumptions that make ordinary traffic feel simple.

Restricted visibility includes fog, mist, falling snow, heavy rain, sandstorms and similar causes. The navigation rules still apply; Rule 19 specifically governs vessels not in sight of one another when navigating in or near restricted visibility. The useful response is not “follow the GPS.” It is to reduce speed, organize the crew, make the vessel detectable, interpret every source cautiously and preserve a place to stop.

Avoid entering when the decision is still easy

If fog is forecast or visible ahead, use the safe dock, anchorage or shore delay before schedule pressure makes entry feel inevitable. Check the National Weather Service forecast, observations and alerts for the exact water. Compare air temperature, water temperature, wind and recent visibility trend. A city weather icon does not describe a lake reach, harbor entrance or river bend.

Write a minimum visibility and route rule before departure. Base it on boat stopping distance, traffic, hazards, aids to navigation, crew skill and available equipment—not on how badly the family wants the reservation. Rule 19 changes speed and readiness

U.S. Navigation Rule 19 applies to vessels not in sight of one another while navigating in or near restricted visibility. It requires every vessel to proceed at a safe speed adapted to the prevailing conditions. A power-driven vessel must have engines ready for immediate maneuver.

Safe speed is not a fixed number and “no wake” is not automatically safe. It must leave time to detect, understand and avoid traffic or hazards within the visible and electronically observed space. Hull type, steerage at low speed, wind, current, background noise, radar limitations and the risk of stopping all matter. Slow early, before uncertainty becomes a close-quarters situation.

Assign one person to look and listen

Rule 5 requires a proper lookout by sight and hearing as well as all available means appropriate to the circumstances. On a family boat, the lookout is not also distributing snacks, filming or interpreting a phone map. Position the person where sight and sound are useful without placing them on an unsafe bow or blocking the operator.

Open side curtains when safe, reduce music and unnecessary conversation, and listen for engines, horns, breaking water, bells and shore sound. Agree on plain reports: direction by clock position, whether sound is moving, and whether it is getting louder. Hearing in fog is deceptive; do not turn a guessed bearing into confidence.

Show the correct lights and make required sound signals

Navigation lights are not optional because it is daytime. Rule 20 requires prescribed lights from sunset to sunrise and also during restricted visibility; other lights must not be shown if they can be mistaken for or impair required lights. Verify every lamp before departure and use the navigation-light guide for equipment choices.

Rule 35 prescribes sound signals in or near restricted visibility. The exact signal depends on whether the vessel is power-driven making way, underway but stopped, sailing, towing, anchored or in another defined status. Use the current U.S. Coast Guard rules for the vessel—not a memorized slogan copied from another boat. Carry the required sound-producing device, keep it reachable and practice outside an emergency.

Use radar as a sensor, not a permission slip

Radar can detect targets that the eye cannot, but performance depends on installation, range, gain, clutter settings, sea state, rain, target material and operator interpretation. Small fiberglass boats, kayaks, floating debris and shore features can be weak or confused. A display that looks clear may be badly tuned.

Rule 19 addresses vessels detected by radar alone and requires determining whether close quarters or collision risk is developing and taking avoiding action in ample time. It also describes course alterations to avoid so far as possible in certain relative positions. This is not a situation for improvised screen-reading. Train on the installed set in clear weather and use a qualified marine electronics technician for installation or persistent performance problems.

AIS, GPS and charts answer different questions

AIS can add identity, course and speed information for transmitting vessels. It does not show every boat, paddler, buoy, log or shoreline hazard, and data can be delayed or wrong. GPS shows the boat's calculated position; it does not see traffic. A chart shows mapped hazards and aids; it does not guarantee current water level, construction or a missing buoy.

Cross-check position using the current chart, depth, radar, visual information and known aids. Do not follow the previous track blindly: it may lead through current traffic or reproduce an earlier error. Zoom level can hide hazards or remove context. Use VHF clearly and keep emergency traffic available

Monitor the appropriate working and distress channels for the water. If collision risk or uncertainty is developing, a concise position, vessel description, direction and concern can help—but an unanswered or misunderstood call does not remove the duty to navigate safely. Do not fill Channel 16 with a long family discussion.

If immediate danger exists, make the urgency or distress call appropriate to the situation with position, nature of problem, people aboard and identifying information. Keep a charged phone as a supplement, not a replacement for the marine communication system where VHF is appropriate. Brief another adult on the radio before visibility disappears.

The immediate family-boat sequence

  1. Slow. Reduce to a safe speed while maintaining the control the boat needs.
  2. Seat and secure. Everyone wears a fitted life jacket; loose gear and children are managed.
  3. Look and listen. Assign a dedicated adult lookout and silence distractions.
  4. Light and signal. Show required navigation lights and make the Rule 35 signal for the vessel's status.
  5. Plot. Mark position, hazards, traffic, depth, a safe holding option and the simplest route.
  6. Communicate. Monitor VHF and make concise safety calls when warranted.
  7. Stop or shelter. Use a known safe anchorage, dock or controlled stop before uncertainty consumes the escape route.

Stopping the engine in a channel, near traffic, in breaking water or without control can create a new hazard. “Stop” means choose and execute the safest available way to end forward exposure.

Anchoring or holding position is location-specific

Do not anchor merely because visibility is poor. Confirm the charted location, depth, bottom, swing room, current, traffic, cables, pipelines, restricted areas and forecast. Stay out of channels and fairways. Display lights and make sound signals required for the vessel's anchored status. Maintain a watch.

If a verified dock or protected basin is close and the approach is simpler than anchoring, it may be the better choice. If neither option can be reached safely, communicate early. The anchor-rode guide and float-plan guide belong in the planning stack.

Debrief before the next trip

Record visibility, time, position, traffic, settings, signals, crew performance and the decision that ended exposure. Clean lenses, verify horns and lights, review the chart and correct equipment or training gaps. If radar, compass, VHF or navigation lights behaved unexpectedly, diagnose at the dock and use a qualified technician when the cause is not clear.

Who should skip: a crew without a practiced lookout and signal plan; a boat with unverified lights, sound device or navigation information; an operator who has not trained on installed radar; or any family that can wait safely ashore. The cheapest and safest fog equipment is often time.
